Protecting the Homeland Innovations, LLC training has gained national and international recognition as an effective anti-terrorism initiative. PHI, LLC training has been approved by the Attorney Generals Office of the State of New Jersey and is currently contracted with the New Jersey Office of Homeland Preparedness in a state wide training initiative.  We have trained the London British Transport Police in the UK in our methodology in the aftermath of the July 7, 2005 bombings and in October of 2007, we have penetrated in to Canada by training the Constables of the Toronto Transit Commission.

Recent accomplishments

In 2002 our trainers originally developed the Behavior Assessment Screening System (BASS) which was designed for airports.  As of June 1, 2007 the P.A.T.R.I.O.T. System™ has been approved by the Department of Homeland Security as a state approved course.  All government entities who receive DHS funding are eligible to spend their grant funding to cover all training costs associated with training law enforcement officers, security personnel and civilian front line employees in the P.A.T.R.I.O.T. System™.

PHI, LLC has assisted the Transportation Security Administration (TSA) in setting up a pilot program using a derivative program of our proactive threat mitigation programs at three airports which began in the fall of 2004, and are scheduled to be rolled out to forty (40) Category X international airports across the United States.

The Nature of the Problem

Presently there is no level of patron screening at "soft targets" such as mass transit, non-secure public areas of airports, sporting events, shopping malls, theme parks, and many government facilities. 

The combination of high patron volumes in confined areas in a system with no screening makes such places an ideal terror target.

Currently existing security continuums make soft targets attractive for terrorist attacks due to minimal security resources which can cripple critical infrastructure systems and disrupt our United States economy.

Response strategy

The only viable alternative is to screen and identify potential high risk individuals entering critical infrastructure for the intent to do harm through the analysis of behavior observation.

PHI, LLC training focuses on analyzing and focusing on individuals who are observed to be potentially high-risk patrons by trained police, security officials, and front line employees.

These trained professionals working in critical infrastructure with the P.A.T.R.I.O.T. System™ will be able to examine scores of patrons per minute to isolate the potential high-risk patron and determine if such potential high-risk patron is a threat through a simple non-custodial interview that lasts less than two minutes in most cases.

Take appropriate risk mitigating action; and identify proactive areas of acceptable resolution.

Through the use of the P.A.T.R.I.O.T. System™ there is the advantage of detecting the terrorists when they are most vulnerable during attack planning and preparation.
