“Soft targets” such as bus and rail stations are open and easily accessible to the public, making them especially vulnerable to terrorist attacks.  For this reason, it is imperative that all bus and rail employees be trained to examine scores of patrons per minute to identify and isolate potentially high-risk individuals.

From front-line bus and rail operators, to police and transit security officials, P.A.T.R.I.O.T. Training System™ participants will learn techniques to identify potentially high-risk patrons.  Depending upon the outcome of their observations, trained personnel will then learn to take the appropriate risk mitigating actions and identify proactive areas of acceptable resolution by contacting the law enforcement officials that have jurisdiction in their area of operation.  Such training also increases the credibility of civilian transit workers’ reports, allowing law enforcement to act quickly to identify and mitigate the potential threat.

Our goal at PHI is to help transit and law enforcement personnel detect terrorists when they are most vulnerable: during attack planning and preparation.   It is important to note that as a direct result of PHI’s P.A.T.R.I.O.T. Training System™, several terror watch list individuals have been identified and apprehended within the past several years at major US mass transit locations, possibly thwarting an attack or planning preparations. The potential value of this training cannot be overstated.

In addition to PHI’s classroom lecture and table top exercises, “live” exercises may also be incorporated at a local bus or rail station to further demonstrate the use of the P.A.T.R.I.O.T. Training System™ in a real-world setting. 

Participants learn to:

  • Screen and identify potential high risk individuals entering critical infrastructure using analytical behavior observation.
  • Analyze and focus on individuals who are observed to be potentially high-risk patrons. 
  • Examine scores of patrons per minute to isolate the potential high-risk patron before an incident occurs. 
  • Take appropriate risk mitigating action
  • Identify proactive areas of acceptable resolution.
